Our plan

The Journey until now

In 2021 after hearing calls from communities for more local control over which health services are funded in the Torres and Cape, a group (Torres and Cape Healthcare Commissioning (TORCH) Project Steering Committee) was created to community leaders together with the state and commonwealth governments.

 In 2021-2022 the TORCH Project Steering Committee started to work with community leaders across Torres and Cape to plan how TORCH could work.

 In 2024, the TORCH Project Steering Committee stood up an indepedent, community-controlled regional commissioning organization, CaTHC, who will partner and engage with local communities to plan and purchase whole-of-population health services across the region.

Through a phased approach over the next ten years, all health commissioning responsibilities and funding for the region will transition to be administered by CaTHC, a community-controlled entity.

 Adopting an innovative commissioning approach, CaTHC’s community-controlled, population-based commissioning approach will drive collaboration, integration and better planning and investment decisions across healthcare settings - by community, for community.

The next 10 years

Foundation

2023
Endorsement of a community-controlled, population and health commissioning approach for the Torres & Cape regions, with a staged approach to implementation

Engagement

2024 - 2026
Establishment of the inaugural CaTHC Entity. Beginning of establishment phase to build organizational capacity and capability to undertake critical commissioning functions, CaTHC will engage with community and service provider stakeholder as it develops its commissioning frameworks.

Early Commissioning

2028 - 2030
Early commissioning allows for the transition of Commonwealth and Federal NGO health funding to transition to the CATCH entity. CaTHC will use this phase to develop its commissioning capability.

Mid Commissioning

2028 - 2030
Transition of significant amounts of funding to CaTHC. By the end of this phase CATHC will control a significant proportion of commissioning activities for health investment into the region.

Onwards

2030 - onwards
By the end of this phase CaTHC will be in control of commissioning for the health system of the Torres Strait and Cape York.

Functioning

2032 - 2034
Consolidation of all commissioning functions across all transferred services; Fully functioning community-controlled commissioning entity.
